Inside story of the 2023 RBA review
Did you know the Reserve Bank of Australia (RBA) was last reviewed in 1981? That was the Campbell inquiry reporting to the then Fraser Government. Much has changed since then. Little wonder there’s great interest in this current review to be delivered to the Federal Government imminently, and which was triggered by the reporting of senior Sydney Morning Herald and The Age correspondent Shane Wright. The respected correspondent joins Jennifer Duke, CPA Australia’s Walkley Award-winning former economics correspondent for the Sydney Morning Herald and The Age. They discuss the potential impact of this review. In particularly, the origins of the RBA and the broader implications for the Central Bank of this review. And with the RBA firmly in the spotlight for its aggressive cash rate rises since May 2022, there will be much focus on this review when it’s delivered to the Treasurer Jim Chalmers. “The reserve bank has this fantastic graph,” Wright says in this episode, “showing its forecast for wages growth from about 2012 marked against reality. What the Quality of Advice Review means for you
Retirement and financial wellbeing depends on ensuring all Australians can access appropriate, high-quality financial advice. Right? However, aspects of this sector haven’t worked as well as they could. Instead, consumers and advisers are grappling with high costs, a lack of trust and excessive documentation. For these reasons, there has been a review (Michelle Levy’s Quality of Advice Review, otherwise known as the QAR). The aim of the review is to improve the accessibility and affordability of quality financial advice. The recommendations were made public in February 2023. Warning: the ATO rule that could plunder your super
Superannuation for many Australians is at risk of a 45 per cent penalty tax due to ATO rules around applying your own professional or trade skills to your personal life. And who is at most risk of this super rule? Accountants, solicitors, real estate agents and tradies. The current rules prohibit transactions with related parties at “mate’s rates” or no rate at all. Applying professional scepticism: What makes an audit team more sceptical?
Lack of professional skepticism in audits has been a recurring theme in ASIC’s audit inspection findings along with other regulators globally, however responding to these concerns can be challenging for audit firms. Recent research by Monash Business School, funded by CPA Australia’s GRPP grants program, helps to understand the drivers of auditors’ professional scepticism. Why audit when you can review? A question for charities and NFPs
Medium Charities are able to obtain a review instead of an audit and small charities are not obliged to have either. Nevertheless, many of those charities continue to obtain an audit, even though that is more onerous than a review and is required to be conducted by a Registered Company Auditor. Mel Yates at the ACNC discusses with CPA Australia whether charities should be encouraged to take advantage of this opportunity for red tape reduction and what impediments to the conduct of reviews need to be overcome. Or does an alternative solution need to be explored? The ACNC was created in 2012 by the ACNC Act and has now been in operation nearly 5 years. Why rational arguments fail (and what you should be doing instead)
A great illustration for rational arguments can be found in the dying minutes of a World Cup soccer final – imagine you’re selected to kick for goal in a penalty shootout to decide the game. Where do you aim? Left? Right? Or the centre? Before you decide let’s look at the facts. Statistical data tell us that if you kick the ball to the left, the goalie will jump to his right, thus blocking your shot, 57 per cent of the time. If you kick the ball to the right, the goalie will be there 41 per cent of the time. But, if you choose to kick it to the centre, the same stats show that the goalie will only be there 2 per cent of the time. So where do you kick the ball? The centre, where the odds are clearly in you favour? Most don’t, with only 17 per cent of penalty goals kicked to the centre. In business we have to choose where to kick the ball. But, even when we’re armed with the facts we don’t always follow rational arguments. Chair of the Black Economy Taskforce, Michael Andrew, talks with CPA Australia following the release of the taskforce’s interim report which is now out for comment. The black economy refers to people who operate entirely outside the tax and regulatory system or who are known to the authorities but do not correctly report their tax obligations. Participation in the black economy penalises honest taxpayers, undermines the integrity of Australia's tax and welfare systems and creates an uneven playing field for the majority of small businesses doing the right thing. How is Enhanced Auditor Reporting being Embraced Around the Globe?
The IAASB’s new auditor reporting requirements commence in December 2016. Standard setters in many jurisdictions, including Australia and New Zealand, have issued the new requirements with the same effective date, whilst others have committed to issue the standards but have not yet done so.
