The Sustainable Land Imaging (SLI) Program is a collaboration between the National Aeronautics and Space Administration (NASA) and the Department of the Interior (DOI)/United States Geological Survey (USGS) to ensure the continuation of no-cost, high-quality, and global land-imaging measurements compatible with the existing Landsat record dating back to 1972. This talk provides an overview of the development of data science methods at USGS to advance the utility of the Landsat data archive needed to explain, model, and ultimately forecast changes to the Earth's land surface in support of decision-making for societal benefit. The availability of Landsat Analysis Ready Data (ARD) released in 2017 by the USGS over the United States facilitated the development of time-series products as demonstrated through the USGS Land Change Monitoring, Assessment, and Projection (LCMAP) initiative. A long-term objective is to develop a strategic framework for leveraging multiple Earth observing space systems collectively via harmonized observations, together with data science methodology as part of an open global land imaging and science capability.   Pete Doucette, Ph.D. is acting director of USGS's Earth Resources Observation and Science (EROS) Center and gives a incredible overview of Landsat. Civil Air Patrol operates a fleet of 555 single-engine aircraft and 2,250 small Unmanned Aircraft Systems (sUAS) and performs about 90% of all search and rescue operations within the contiguous United States as tasked by the Air Force Rescue Coordination Center. Often using innovative cellphone forensics and radar analysis software, CAP was credited by the AFRCC with saving 108 lives last year. CAP’s 56,000 members also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. As a nonprofit organization, CAP plays a leading role in aerospace education using national academic standards-based STEM (science, technology, engineering and math) education resources.   Scott Kaplan sat down with us to discuss what CAP’s role is in the geospatial industry dating back to World War 2. He then went on to explain the coordination between NGA and CAP in regards to search and rescue operations. The interagency Civil Applications Committee (CAC) facilitates the appropriate civil uses of overhead remote sensing technologies and data collected by military and intelligence capabilities, including from commercial sources. The CAC is operated and staffed by the U.S. Geological Survey on behalf of the U.S. Department of the Interior and its interagency partners. The director of the U.S. Geological Survey is the chair of the committee, and the vice-chair is a non-Department of the Interior senior official. The CAC ensures certain Federal civil agencies have access to these remotely sensed assets to meet their statutory missions in ways that do not threaten the civil rights, civil liberties, and personal privacy of U.S. citizens. To meets its mandate, the CAC hosts various working groups and communities of interest including those focused on thermal issues (wildland fires and volcanoes), environmental security, and historical satellite imagery.   Dan Opstal and Scott Kaplan, with the Civil Applications Committee, discuss the importance of CAC and why having an organization such as this is so important to the community as a whole. They also describe how they are educating individuals and their partners about how CAC can help in their particular missions. Meaningful, scalable, and sustainable analytic capacity requires more than math. Advanced analytics to include AI and ML will not mitigate erroneous assumptions, skewed samples, faulty logic, or cognitive bias. Rather, they deliver it at scale, particularly with opaque methods. Traditional “soft skills” like critical thinking, ethics, and problem-solving are emerging as key differentiators between organizations simply chasing the hype of advanced analytics and those realizing the promise in support of novel insight, innovative solutions, and data-informed anticipation and influence. Perhaps, as a result, these so-called “soft skills” are being rebranded as the new “power skills” for the analytics professional. Advances in Commercial GEOINT Panel  The initial impetus for real growth in the commercial GEOINT satellite market was the need to augment classified systems and ‘off-load’ lower priority, non-time dominant collection so government systems could focus on the truly critical issues. In this session, Adam Simmons interviews Chris Rasmussen on his best practices and lessons learned behind operating organizations in unclassified open environments, enabling the workforce to work from home, and how to promote integration and adoption of new technologies.    Chris Rasmussen was the architect behind the Unclassified GEOINT Pathfinder initiative, which aimed to transform GEOINT into a discipline more rooted in open-source intelligence (OSINT) to prepare for the rapid commercialization of GEOINT. Mr. Rasmussen drove the initiative that made NGA the first intelligence agency to open source software on GitHub and place apps into the Apple Store and Google Play. The ability to place government apps in commercial stores helped Pathfinder execute its "Tearline strategy" - deliver unclassified, original GEOINT content to a customer’s mobile device before they enter a secure facility or on the go. Discussing what it takes in today’s world to be successful as a young professional in the defense contracting world.  The advantages: the youth factor and people wanting to be part of your success, being underestimated, the close-up an understanding of the mission.  The disadvantage: being underestimated (the double-edged sword), how lack of experience hurts you, how a limited network hurts you.  Ultimately it’s our ability (or inability) to build a team that can adequately address our market needs that sets us apart. You have to use the mystique to your advantage while proving over and over that you also know what it takes to win. This latest acquisition taught Mike so much the difference between a mom and pop small business and real enterprise expandable business. At GEOINT 2019 Peter Round gives us an overview of Kleos Space. Kleos Space S.A. (ASX: KSS) is a space enabled, activity-based intelligence, data as a service company based in Luxembourg. Kleos Space aims to guard borders, protect assets and save lives by delivering global activity-based intelligence and geolocation as a service. The first Kleos Space satellite system, known as Kleos Scouting Mission (KSM), will deliver commercially available data and perform as a technology demonstration. KSM will be the keystone for a later global high capacity constellation.
