Ep. #057 - A Refugee's Dream with Officer Leth Oun

As a child, Uniformed Division Officer Leth Oun experienced some of the worst atrocities known to man: he grew up in Cambodia in the 1970s under the Khmer Rouge and Pol Pot’s reign of terror. After years of brutality, he was able to flee Cambodia and made his way to America as a refugee, settling in Maryland. He learned English, graduated from high school and college and eventually joined the Secret Service after the September 11 attacks. As he prepares to retire after two decades with the agency, he sat down and discussed his life’s story, an incredible tale of overcoming adversity and trauma. As a warning, this episode includes a discussion about death and torture by a brutal regime, both against humans and animals. February 2023 Update

Update for February 2023 I apologize to everyone expecting a new episode of Standing Post this month. We had an opportunity to build a dedicated studio for podcasting and other video projects and it took up quite a bit of our time. However, now that it is built and we have a new home, I think we will be able to expand our ability to tell stories in both audio and video formats. This is an exciting new chapter for Standing Post and I look forward to sharing more stories in new formats with you. Special thanks to Uniformed Division Public Information Office Paul Mayhair who did the brunt of creating this new space, transforming it from a storage area to a soundproof room with modern sound dampening tiles and green screen capabilities. Paul, I promise, I'll get to that cable management soon. Michelle is a Detection Systems Specialist (DSS) in the Special Operations Division, which is responsible for ensuring the safety of leaders and dignitaries in US airspace. She was part of the first wave of personnel in the DSS career when it was stood up about 17 years ago. As interesting as this is, in her spare time Michelle is also an elite athlete, a national ranked triathlete who has competed in triathlons across the world. In 2021 and 2022, she placed in the top 3 at several USA Triathlon National Championships and also qualified for world triathlon events in 2022 and 2023. Most recently, she was named the Virginia Commonwealth Games Adult-Female Athlete of the Year, an unexpected honor that required her peers to nominate and vote for her. We were able to sit down and talk to her about what it takes to be an elite athlete competing on a world stage while balancing the pressures of a zero-fail mission at work and rearing a family. During his tenure, he’s seen extensive changes to the organization, including the transformation of RTC from a one-building structure to a multi-acre complex responsible for most Secret Service training. O’ Rourke has also been a part of several firearms changes in the organization – and he and his four-person team have personally every service weapon in use today.

 Our conversation with O’ Rourke is a great look into a little known area of the Secret Service: weaponry. He talks about the transition from revolvers to automatic weapons, the changes in calibers and even how ammunition is tested. There’s a lot of science in ensuring that every weapon in the agency fires accurately every time.

Ep. 44 - The Special Operations Section (SOS) is a specialized unit of the White House Branch, Presidential Protective Division. Its duties have long been part of Uniformed Division and White House Police operations. Uniformed Division officers assigned to this group are trained to handle a myriad of special duties and functions at the White House Complex, including conducting the daily Congressional and public tours of the White House and handling events such as State Dinners and official arrival ceremonies for foreign heads of state. Sgt. Eliott G. Nelson, a proud native of Wyandotte County, Kansas City, Kansas, was hired by the United States Secret Service on March 15 th , 2014. Shortly after being assigned to the White House Branch, Mr. Nelson joined the Special Operations Section (SOS), which is responsible for providing access control and screening to guests attending social events or public East Wing tours. After two years, Mr. Nelson worked his way into a leadership role within SOS. Sgt. Nelson received his Bachelor’s degree in Criminal Justice from Southeast Missouri State University, where he also became a member of Alpha Phi Alpha Fraternity Incorporated, Xi Gamma Chapter. Sgt. Ms. Sykes began working with the Secret Service in May 2012, bringing with her a wealth of financial management skills and talent for organizational transformation and enhancement. Among her many accomplishments, Ms. Sykes is the first African American female to serve as the Chief Financial Officer at NASA, the National Aeronautics and Space Administration. Nominated by the President of the United States and confirmed by the United States Senate, she was responsible for the financial management and health of this $16 billion agency. Ms. Sykes led more than 500 finance professionals, located across ten geographically dispersed locations throughout the United States, in the development and execution of financial policies, processes, and procedures. She has also served as Yale University's Chief Financial Officer, the first in that university's 306-year history, and Chief Financial Officer for Morehouse College. Previous government experience includes working within the Department of Defense and in the office of U.S. Senator Ted Stevens. Gwendolyn Sykes holds a Bachelor of Arts in accounting from Catholic University and a Master of Public Administration from American University, where she also serves as an adjunct professor in the School of Public Affairs. Ep. #038 - Three-Time Paralympic Medalist Mr. Trevon Jenifer

Episode #038 - Please welcome Personnel Security Specialist Trevon Jenifer. Trevon Jenifer was born without limbs due to a rare disease called Congenital Phocomelia. When Trevon was 4 years old, his step-dad (Eric Brown) came into his life and helped raise him. All of Trevon’s siblings were participating in sports, so Eric found an organization that offered Wheelchair Track and Wheelchair Basketball. Trevon broke and still holds the records in the 100-, 200-, 400- and 800-meter races for Wheelchair Track in the U11 and U14 age groups. He competed in Wheelchair Track and Basketball until the age of 12, then competed in Wrestling his junior and senior year in High School. His senior year he finished 3rd in the State of Maryland and has a record of 32-8. Trevon was inducted into the Wrestling Hall of Fame in 2006. In 2006, Trevon wrote an autobiography about his life called From the Ground Up. From 2006-2011, Trevon attended Edinboro University of Pennsylvania where earned his Bachelor’s degree in Criminal Justice with a minor in Sociology. He was a member of the Edinboro University Wheelchair Basketball Team, where he went from being the 8th man on an 8-man roster to the best player on the Team by 2009. He was a 2x All-American (2010 and 2011) and Captain from 2009-2011. Trevon made his first Team USA appearance in 2009 when he was on the U23 Team that took Gold in Junior World’s Championship. He then made the Men’s National Team in 2010 and has been a member ever since. He has won Gold in the Parapan American Games in 2011 (Guadalajara, Mexico), 2015 (Toronto, Canada), and 2019 (Lima, Peru). Trevon won two Silver in the Worlds Championship Games in 2014 in Incheon, South Korea, and in Hamburg, Germany in 2018. He is a 3X Paralympic medalist, winning a Bronze Medal in the 2012 Paralympic Games in London, Gold Medalist in the 2016 Paralympic Games in Rio, Gold Medalist in 2020 Paralympic Games in Toyko. In 2013-2015, Trevon played professional Wheelchair Basketball in the south of France. Trevon is a proud father to a baby girl and baby boy. While being a full-time Father, Trevon is also an active member in his community, where volunteers as an assistant coach for the Edinboro University Wheelchair Basketball Team. He does countless demonstrations and motivational speeches, for schools (elementary and up), ADA, FBI, FEMA, YMCA, etc. all over the United States, speaking on topics that cover perseverance, Paralympic movement, bullying, and adaptive/disability awareness. Episode #037 Please welcome Assistant to the Special Agent in Charge, ATSAIC Brad Beeler. Special Agent Beeler started his career in the Chicago Field Office in the counterfeit and organized crime squads, he then became a polygrapher where he started the next phase of his career doing polygraph examinations. He then went on to serve on the Bush Protective Division as a shift agent and shift leader. After completing his assignment in protection, SA Beeler became a polygraph examiner in the St. Louis Field Office; where he assisted state and local law enforcement by conducting hundreds of child exploitation and homicide polygraph examinations, conducted USSS applicant screening and criminal and protective intelligence examinations throughout the United States. SA Beeler now is assigned as the Secret Service liaison at the federal polygraph school, where he serves as the course manager/instructor for interview techniques. He routinely speaks at regional and national conferences on topics related to polygraph, child exploitation investigations, and elicitation techniques. SA Beeler received his Bachelor’s and Master’s degrees in Criminology from the University of Missouri – St. Louis. Episode #035 - Please welcome Deputy Director Faron K. Paramore; he serves as the 22nd Deputy Director of the United States Secret Service. Appointed in March 2021, Mr. Paramore has direct oversight of the agency's daily investigative and protective operations. Mr. Paramore also oversees the agency's current policies and is responsible for implementing emerging protective and investigative technologies. Prior to his appointment, Mr. Paramore served as the agency’s Assistant Director of the Office of Strategic Intelligence and Information, responsible for planning, directing, and coordinating all efforts involving the collection, evaluation, and dissemination of operational intelligence and information affecting the protective mission of the Secret Service. A 31-year veteran of the U.S. Secret Service, Mr. Paramore began his career in 1989 as a special agent assigned to the Detroit Field Office.  He rose steadily through the ranks of the agency with subsequent assignments in the Grand Rapids Resident Office, the Presidential Protective Division, and as a Congressional Fellow.  Mr. Paramore assumed greater levels of responsibility with supervisory assignments as Assistant to the Special Agent in Charge of the Recruitment Division; Resident Agent in Charge of the Grand Rapids Resident Office; and, Assistant Special Agent in Charge in the Washington Field Office.  In his subsequent career assignment, Mr. Paramore served as Special Agent in Charge of Congressional Affairs where he worked closely with the Department of Homeland Security Legislative Affairs Office regarding legislative initiatives that could impact the Secret Service. He was appointed to the Senior Executive Service in June 2009.  During this period in his career, he served as Executive Assistant to the Director and, subsequently, as Deputy Assistant Director of the Office of Congressional Affairs.  He served in that capacity until his appointment to Assistant Director of the Office of Administration where he managed the fiscal responsibilities of the Secret Service.  His areas of responsibility included budget formulation and execution, procurement, facilities property management, and administrative services.  Following this assignment, Mr. Paramore was appointed as Assistant Director of the Office of Government and Public Affairs. Mr. Paramore is a native of Detroit, Michigan.  He received a Bachelor of Science Degree in Criminal Justice from Michigan State University in East Lansing, Michigan; and holds a Master’s Degree in Management from Johns Hopkins University. She later served as the Deputy Assistant Director for the Office of Training. Chaplain Arbeen joined the USSS in 2011 as a Contract Specialist in the Procurement Division. In 2012, he transferred to the Technical Security Division as the Program Control and Integration Officer. While working for TSD, Chaplain Arbeen was preparing to serve as a Deacon in the Roman Catholic Church, being ordained in February 2018. Chaplain Arbeen, under the direction of Ms. Carolyn McMillon, helped develop the Chaplain Program. The Program currently consists of 144 local, volunteer, Chaplains throughout the United States that serve our Special Agents, Uniform Division Officers, Technical Law Enforcement Officers, and Administrative, Professional, and Technical personnel, and their families, during times of personal and professional need, National Special Security Events, and during catastrophic events. Volunteer Chaplains provide supportive care for employees and their immediate family members in times of need. Chaplains may help to provide for the spiritual, personal, and social needs of the individual in support of the goals and objectives of the Chaplain Program, including offering spiritual insight and perspectives on personal and professional struggles associated with the risks implicit in the law enforcement culture. He also speaks on an investigation he took part in back in the states called Champagne Charlie. IA Ryan Heethius is under the Investigative Support Division (ISD) for the Office of Investigations. Ryan has worked on many different cases to include, including counterfeit operations, money laundering, homicide, and cybercrime. The role of an Investigative Analysts are multi-faceted, consisting of broad-based criminological research, link analysis, intelligence data gathering, performing complex statistical analysis and trend forecasting for criminal and protective intelligence, develops curricula for and provides high-quality training for investigators, researchers, and support staff. IAs also travel frequently to support field offices and task forces, often assisting with search warrants and asset forfeiture. The work of IAs involves extensive knowledge of criminological theories, research methodologies, and the development and use of investigative and intelligence systems and analysis of investigative cases such as; financial crimes, access device fraud, telecom fraud, high- tech crimes, counterfeit U.S. currency and obligations, and protective intelligence. Sworn in as a Federal Police Officer with the Secret Service Uniformed Division in January 1988; he has over 29 years of diverse public safety experience, including police officer and Fire; Rescue Emergency positions in the US Air Force. In January 2004, he made the rank of Captain and was assigned to the White House Branch where he served as the day work Watch Commander. In 2007, he achieved the rank of Inspector and remained assigned to the White House Branch where he served as the Deputy Branch Commander for all administrative and operational matters. In 2011, he became the Deputy Chief and assigned to the White House Branch. In March of 2018, he was sworn in as the 25th Chief of the Secret Service Uniformed Division. In this position, he leads more than 1600 officers and officials on a daily basis and is responsible for the planning and direction of the Uniformed Division. Sp. Ep. #001 - OKC Bombing, 25 Years Later

The Oklahoma City bombing was a domestic terrorist truck bombing on the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, United States, on April 19, 1995. The bombing happened at 9:02 a.m. and killed at least 168 people, injured more than 680 others, and destroyed one-third of the building. Among those who were killed, the Secret Service lost that day: Special Agent Cynthia Brown, Special Agent Donald Leonard, Special Agent Mickey Maroney, Office Manager Linda McKinney, Investigative Assistant Kathy Seidl, and Assistant Special Agent in Charge Alan Whicher. The host of Standing Post, Cody Starken, had the honor of interviewing 4 surviving family members of individuals who perished on that day. Ep. #019 - This month we speak to Senior Special Agent William “Willie” Wind about his liaison work with Native American law enforcement and tribal gaming entities in Oklahoma and his Financial and Electronic Crimes Task Force work. He began his Secret Service career in 1997 as a Special Agent in the Tulsa (OK) Resident Agency. He worked there until 2001 when he was reassigned to the Forensic Services Division as a polygraph examiner in the Houston (TX) Field Office. Since 2010, Wind was selected for the collateral duty as the Special Emphasis Program Manager for American Indians/Alaska Natives in the Secret Service. He has served in this role since 2010 where he is responsible for identifying agency policies, procedures, and practices that adversely impact American Indians/Alaska Natives within the USSS. As of 2020, SSA Wind works out of the Oklahoma City Field Office where he is currently the back-up supervisor for the United States Secret Service Oklahoma Financial and Electronic Crimes Task Force. SSA Wind was also responsible for the coordination of initiatives mandated by the Department of Homeland Security and the White House which led to him co-developing the US Secret Service’s Wounded Warrior and Military Spouse Mentorship Program (a pilot program) and being requested by the White House to be a speaker at President Obama’s White House Tribal Youth Summit. Our guest this month work for more than a year and a half on the case, which resulted in Operations Benefactor and Dejavu to bring in these fraudsters into custody. SA Shurer is a current member of the Secret Service Counter Assault Team (CAT) and is a former United States Army Special Forces Staff Sergeant and Medic. As a senior medical sergeant during the Battle of Shok Valley in April 2008, he and his team were attacked by an enemy force of more than 200 fighters. Shurer fought more than an hour to reach parts of his unit. He was awarded the Silver Star for his actions. On October 1, 2018, he was upgraded and awarded the Medal of Honor from President Donald Trump at a ceremony in the White House for his courageous and brave efforts helping to save the lives of his team. Episode #011 - Please welcome Investigative Analyst Ryan Heethius of the Paris Field Office. IA Heethius is under the Investigative Support Division (ISD) for the Office of Investigations. Ryan has worked in many different cases to include, counterfeit operations, money laundering, homicide, and cybercrime. The role of an Investigative Analysts are multi-faceted, consisting of broad-based criminological research, link analysis, intelligence data gathering, performing complex statistical analysis and trend forecasting for criminal and protective intelligence, develops curricula for and provides high-quality training for investigators, researchers, and support staff. IAs also travel frequently to support field offices and task forces, often assisting with search warrants and asset forfeiture. The work of IAs involve extensive knowledge of criminological theories, research methodologies, and the development and use of investigative and intelligence systems and analysis of investigative cases such as; financial crimes, access device fraud, telecom fraud, high-tech crimes, counterfeit U.S. currency and obligations, and protective intelligence. Willy is a Belgian Malinois who entered duty with the U.S. Secret Service on April 1, 2015. The Canine Unit’s mission is to provide a safe and secure environment for individuals and locations protected by the U.S. Secret Service. This coverage includes but is not limited to security sweeps, bomb threats, suspicious packages, vehicles, and material examinations. The Canine Unit provides this coverage on a 24/7 basis in support of the White House Complex, Foreign Missions Branch, and the Vice President’s Residence while supporting protective details worldwide. Belgium Malinois are prized for their versatility and high work-drive, because of this they are highly sought after as police and military K-9s. The American Kennel Club describes the Malinois as confident, smart, and a world-class worker. Joining him is retired Special Agent Tony Chapa. Tony retired as the Assistant Director of the Office of Professional Responsibility (OPR) after being the Special Agent in Charge (SAIC) of the Los Angeles Field Office. During the Civil War, one-third of the currency in circulation was counterfeit. In 1865 President Abraham Lincoln created the Secret Service under the Treasury Department to suppress the counterfeit and stop counterfeiters. Today the Secret Service has a dual mission of safeguarding the financial and critical infrastructure of the United States and protecting the nation’s leaders. The two core missions of investigations and protection synergize with each other. SA Joan Hoback talks with us about the partnership, educational resources, and the importance of outreach to schools and communities regarding the dangers children face online. In 1984, the National Center for Missing and Exploited Children (NCMEC), which established in 1984, is a non-profit organization working with law enforcement, families, and the professionals who serve them on issues related to missing and exploited children.
